Reimbursement of Non-Recurring Adoption Expenses for Special Needs Children

The Adoption Assistance and Child Welfare Act of 1980 provides that States may reimburse families adopting special needs children for one-time (non-recurring) adoption expenses up to $2,000. Allowable expenses that States may reimburse can include the cost of a home study, adoption fees, court costs, attorney fees, physical and psychological examinations, travel to visit with a child prior to placement, and other expenses related to the legal adoption of a child with special needs. Some States will reimburse, or will consider reimbursing, parents who adopt special needs children internationally.
